The success of REDD implementation will depend on a large availability of updated and precise data on forest emissions and on forest governance. This is the message delivered by different organizations from Brazil, U.S. and Indonesia in the Imazon’s COP 15 side event on 10th December 2009. Untitled “Making it happen: monitoring forest emissions and governance to achieve REDD”, the event showed that methodologies exist today to monitor deforestation and degradation with an acceptable level of uncertainty. In addition, preliminary results from the Governance of Forests Initiative in Brazil and Indonesia pointed out the necessity to monitor, report and verify the progresses done in the challenges of forest governance.

The Governance of Forests Initiative (GFI) seeks to bring widely accepted principles of good governance to bear on the challenges of sustaining forests in developing countries. GFI is a collaboration of the World Resources Institute, Imazon (Brazil) and the Instituto Centro de Vida (Brazil).

The GFI Toolkit (Version 1) consists in a conceptual framework for defining forest governance and a comprehensive set of indicators for measuring and assessing forest governance. The GFI Toolkit is unique in that it provides:

A common definition and conceptual framework for understanding the meaning of good governance of forests across different country contexts;

A practical tool for civil society organizations to independently, systematically and comprehensively diagnose the integrity of institutions and processes that govern forests in their countries, as a basis to advocate for reform;

A set of measurable, reportable and verifiable indicators of good governance of forests.

Pilot forest governance assessments based on the GFI framework are currently carried out in the Brazilian Amazon and in Indonesia.
